Co-operative school-occupation transitional management

"CTM" ("KÜM" in German) stands for the nationally acknowledged "Secondary school talents for the metropolitan region – co-operative school-occupation transitional management" model project, which has been running since the end of 2007 in the Rhine-Neckar metropolitan region (MRN). The aim of the project is to increase the proportion of pupils who begin a dual apprenticeship immediately after leaving school and to continually lower the rate of pupils without a secondary school leaving certificate. Overall, the intention is to drastically cut the dropout rate for school programmes, apprenticeships and careers, while at the same time gaining more training and apprenticeship places for secondary school pupils. Local school partnerships establish or consolidate contacts with companies that offer vocational training and other parties involved in the transition from school to an occupation.

The heart of CTM is the intensive local care of pupils from the seventh year upwards by full-time pilots, who support the pupils in discovering their interests and talents. Working in close coordination with teachers and parents, they advise on all issues concerning career aspirations and training or job searches. A valuable basis for this support are the tests specifically designed for each year grade (talent test in year 7, competence test in year 8 and an aptitude test in year 9). These tests allow the pupils' talents and potential capabilities to be identified. A monitoring database assists the pilots in evaluating the results for quality assurance and success rating purposes.

CTM is centrally controlled by a project team at MRN GmbH. This organises meetings with pilots and headmasters and regularly visits the pilots at the local schools, and in doing so ensures that the stipulated standards are observed. It administers, controls and continually optimises the monitoring procedures, project Web site and the conducting of checks. The CTM project team is also responsible for all the universal tasks such as marketing, financial affairs and reporting.

CTM is financed to 50% by the Federal Agency of Employment, with the other 50% coming from the ministries of the three federal states involved in the project, namely Baden-Württemberg, Hesse and Rhineland-Palatinate.

CTM is currently available to more than 2,100 pupils at 15 pilot schools in the MRN. With a care rate of 1 to 100, the project has 31 pilots looking after these pupils. Of the 15 secondary modern schools, seven are in Baden-Württemberg and Rhineland-Palatinate respectively and one in Hesse. This corresponds to the proportionate distribution of secondary modern school pupils in the MRN.
