Initial situation

The exchange of data between the business world and public administration authorities has reached an economically relevant dimension. Companies have to repeatedly transmit corporate or personal data to the authorities for a wide range of different purposes. National legislation and ordinances currently stipulate more than 10,000 reporting obligations for companies to the federal administration authorities alone, resulting in annual bureaucracy-related costs to the economy of more than 47 billion euros. It therefore comes down to improving the quality as well as the efficiency and effectiveness of processes in place between the business and public administration sectors.

To achieve this, by the end of 2011 the "process data accelerator" project should have created the essential basis for the provision of media-consistent processes between the two sectors. The interdisciplinary project team comprising representatives from public administration, the economy and science will be initiating a paradigm change with regard to the fulfilment of information and reporting obligations between the worlds of business and public administration.
Project goal
The methodical principles, standards and architectures for an improved, flexible and media-consistent implementation of administrative processes between companies and public authorities will be developed and made available within the framework of the "process data accelerator" project. The result is a modular, target group-oriented method guideline, a standards-based framework architecture and the implementation of a prototype of the overall concept.
A pilot project will be run at selected companies and public administration departments from mid-2011, beginning with the specialised domain 'employer reporting obligations', which is intended to demonstrate the operational capability of the concept and be used to gather practical experience. The knowledge gained from this stage will flow onto the development of the method guideline, the architecture and the implementation specifications.
Realisation
An essential basis for the realisation of the project are the consolidated results from previous scientific studies conducted within the framework of the E-Government 2.0 programme organised by the Federal government. The framework architecture, together with its components and specifications, is being developed from these results and the knowledge gained from the parallel realisation of the prototype. A demonstrator will be implemented in the first project phase based on the framework architecture. The second phase of the project involves installing pilot scenarios.
Potential benefit of the "process data accelerator"
The "process data accelerator" concept simplifies communication between companies and public authorities without infringing on companies' data autonomy or having to set up central databases. The project represents an initial innovative step toward a "no-stop government". The concept, which is suitable for companies of all sizes, will also help to eliminate data redundancy, thus reducing sources of error and in the end systematically safeguard and improve the quality of the registration data. Furthermore, companies that are subject to registration will no longer have to heed the many detailed regulations and updates which are repeatedly required. This will significantly cut bureaucratic costs on the part of companies and public administration departments.
